For those of you did not catch the latest post by Matt Cutts, Google is calling for link spam reports from webmasters that would like to report spammy links.
You can report paid links that pass PageRank, blog spammers, guestbook spammers and etc from webmaster tool.

Although Matt Cutts states Google works really hard from Competitor A hurting Competitor B from this “bad mouthing” action. It doesn’t guarantee Google won’t penalize a site because a bogus report from your competitor.
So be careful when you go out bad mouthing someone, because it might back fire you.
